7.1 Images don’t have alternative text (M)
7.1.1 WCAG 1.1.1 (A), 1.3.1 (A) - Desktop
On the Decision Not to Recall letter, logos and decorative lines have not been provided with proper alternative text. While sighted users would be able to understand the image visually, screen reader users need alt text to understand what the purpose of the image is. Failing to provide this renders this information inaccessible for them.
Images that convey information visually need to be provided with concise and descriptive alternative text so that users with visual impairments can also access this information. Decorative images that are purely for aesthetic purposes should be marked as decorative so that they do not interrupt a screen reader user’s experience.

7.1.2 Recommendation
Right-click the image and select ‘Edit alt text’: - For meaningful images, such as the logos, enter a description such as “HM Prison and Probation Service logo.” - For decorative images, such as the horizontal line, select the ‘Decorative’ checkbox.
